Description of the roles of the KP PTA Board

The President shall:

  • Preside at all meetings of this local PTA/PTSA, the board of directors, and the executive committee;
  • Meet with the Principal and other school administration as needed;
  • Coordinate the work of the officers and committees of this local PTA/PTSA in order that the purposes may be promoted;
  • Be a member ex officio of all committees except the nominating committee;
  • Perform other duties as may be prescribed in these bylaws or assigned by this local PTA/PTSA or by the board of directors;
  • Review bank statements monthly and initial; and
  • Represent this PTA/PTSA at all council meetings or send an alternate.

The Vice President, Fundraising shall:

  • Act as an aide to the President;
  • Meet with the Principal, other school administration and President as needed;
  • Perform the duties of the President in the absence or inability of that officer to serve;
  • Perform other duties as may be prescribed in these bylaws or assigned by this local PTA/PTSA or by the board of directors; and
  • Act as main liaison with Fundraising Chairs (e.g., 8K Race, Auction, Eagle Fund, Book Fair, Bingo Night, Spirit Wear, Box Tops).

The Vice President, Programming/Events shall:

  • Act as an aide to the President;
  • Meet with the Principal, other school administration and President as needed;
  • Perform the duties of the President in the absence or inability of that officer to serve;
  • Perform such other duties as may be prescribed in these bylaws or assigned by this local PTA/PTSA or by the board of directors;
  • Coordinate the PTA Informational Fair at Meet the Teachers/Open House at the beginning of the school year; and
  • Act as main liaison with Events and Activities Chairs (e.g., Back to School Picnic, Parents and Pastries, Community Service, Family Fun Day, Skate Night, International Night).

The Vice President, Academic Enrichment shall:

  • Act as an aide to the President;
  • Meet with the Principal, other school administration and President as needed;
  • Perform the duties of the President in the absence or inability of that officer to serve;
  • Perform other duties as may be prescribed in these bylaws or assigned by this local PTA/PTSA or by the board of directors; and
  • Act as main liaison with Academic Enrichment Chairs (e.g. After school clubs, Arts Integration, Green Team, Science Fair, G/T, Learning Differences and Special Needs).

The Vice President, Communications shall:

  • Act as an aide to the President;
  • Meet with the Principal, other school administration and President as needed;
  • Establish and execute an overall strategy for communicating with membership including adoption of new technologies or communications methods;
  • Oversee, manage and maintain this local PTA/PTSA’s website and other principle communications vehicles;
  • Coordinate with the board of directors and committees of this local PTA/PTSA in order that their activities may be communicated and promoted;
  • Perform the duties of the President in the absence or inability of that officer to serve; and
  • Perform such other duties as may be prescribed in these bylaws or assigned by this local PTA/PTSA or by the board of directors;

The secretary shall:

  • Record the minutes of all meetings of this local PTA/PTSA, the board of directors, and executive committee;
  • Be prepared to read the minutes of the previous meeting;
  • File all records;
  • Have a current copy of the bylaws;
  • Maintain a current membership list; and
  • Perform such other duties as may be prescribed in these bylaws or assigned by this local PTA/PTSA or by the board of directors.

The treasurer shall:

  • Have custody of all funds of this local PTA/PTSA;
  • Keep a full and accurate account of receipts and expenditures including reconciliation of the bank statement each month;
  • Make disbursements as authorized by the president of the board of directors of this local PTA/PTSA in accordance with the budget adopted by this local PTA/PTSA;
  • Present a written financial statement at every meeting of the executive committee, the board of directors, the general membership and at other times when requested by the board of directors;
  • Make a full report before the newly elected officers officially assume their duties;
  • Be responsible for the maintenance of such books of account and records as to conform to the requirements of Article IV, Section 13 of these bylaws;
  • Be responsible for preparing and filing all necessary tax forms and submitting a copy to the Maryland PTA office within thirty (30) days of filing;
  • Have the accounts examined at the close of the fiscal year and upon change of treasurer by an auditor or an auditing committee of not less than three (3) persons who, satisfied with the treasurer’s annual report is correct, shall sign a statement of that fact at the end of the report. An auditor or an auditing committee shall be selected by the board of directors at least thirty (30) days before the new officers assume their duties; and
  • Perform such other duties as may be prescribed in these bylaws or assigned by this local PTA/PTSA or by the board of directors.

The Cluster Representatives shall:

  • Attend monthly Walter Johnson High School (WJ) cluster meetings;
  • Vote on behalf of Kensington Parkwood Elementary School (KPES) on WJ cluster positions at cluster meetings;
  • Prepare yearly letter documenting KPES construction, maintenance and operating needs and requests and transmit to WJ cluster;
  • Support WJ cluster advocacy efforts before the Montgomery County Board of Education, County Council and other governmental bodies;
  • Communicate WJ cluster updates and advocacy needs to PTA Board and wider KPES community; and
  • Communicate KPES advocacy needs to WJ cluster.

Note: In 2018-2019, a core responsibility for the cluster representatives will be to continue understanding what's going on regarding potential changes in the WJ cluster, including those regarding the future re-opening of Woodward High School, keeping the KP community informed of these changes, getting KP support for advocacy when needed, voting KP's vote on contested options within the cluster meetings, and working closely with other cluster reps and cluster coordinators to craft cluster positions. The cluster rep duties in 2018-2019 are expected to be similar to the last 2 school years but significantly more time consuming than in years prior.

The Montgomery County Council of Parent Teacher Associations (MCCPTA) delegates shall:

  • Attend monthly meetings of the MCCPTA (http://www.mccpta.net/meetings.html);
  • Join the MCCPTA listserv and pay attention to current topics;
  • Share with the MCCPTA updates and issues regarding KP; and
  • Provide updates to the KPPTA Board and the KP community about pertinent activities of the MCCPTA.

Note: the MCCPTA is currently looking for member delegates to take committee and officer roles, so there are more opportunities to get involved. The current MCCPTA meetings are the 4th Tuesday of every month at 7:30 at Carver Educational Services Center.
